Two Former Managers at CCPG Indicted for Leaking Lithium Battery Technology to Chinese Firm

Two former section managers, surnamed Liu and Zhuo, from Chang Chun Petrochemical Co., Ltd. (CCPG), one of Taiwan’s top three petrochemical groups, have been indicted for allegedly leaking the company’s proprietary lithium battery copper foil packaging technology to the Chinese firm Guangdong Yinghua Electronic Co., Ltd. The two were subsequently headhunted by Yinghua. The Miaoli District Prosecutors Office has charged the individuals with violations of the Trade Secrets Act, the Copyright Act, and the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.

CCPG is a renowned domestic manufacturer with plants in Miaoli City and Northeast China. Its uniquely developed lithium battery packaging materials and technologies are critical components for the safety coatings used by CATL (Contemporary Amperex Technology Co., Limited), the world’s leading battery manufacturer. Relying on this exclusive technology, CCPG has maintained stellar operational performance even amidst a general downturn in the Taiwanese chemical industry. CCPG stated that the commercial losses resulting from the theft of this exclusive technology are “incalculable.”

Over a year ago, CCPG discovered that Zhuo and Liu had allegedly stolen vital technologies, including those related to lithium battery packaging, and leaked them to Guangdong Yinghua Electronic. Both men later resigned and moved to Yinghua. CCPG filed a report with the Miaoli County Investigation Station, and the investigation was led by Prosecutor Wu Chia-wei of the Miaoli District Prosecutors Office.

Investigators found that Liu and Zhuo, both former section managers at CCPG, allegedly leaked trade secrets, including production methods, techniques, manufacturing processes, and formulas, between 2018, 2022, and December 2024. The duo used their CCPG corporate email accounts to forward data to private emails or saved info on their mobile phones, subsequently transmitting the trade secrets to personnel at Guangdong Yinghua Electronic via WeChat. These actions constitute a breach of trade secrets and an infringement on CCPG’s economic copyrights.

After resigning from CCPG, Zhuo first jumped to Yinghua and later headhunted Liu to join the firm in August 2023. Furthermore, Liu allegedly established an office in Taiwan without the permission of competent authorities, illegally conducting business for Yinghua while leaking the trade secrets of his former employer.
